Head of Department for ICT, Keta Business College (KETABUSCO)

Mr. Theophilus Tosenu Tettey is an experienced educationist, ICT professional and educational technology practitioner with over 32 years of teaching experience and a strong background in ICT education, digital transformation, systems administration and institutional technology management. He currently serves as the Head of the ICT Department at Keta Business College (KETABUSCO), where he provides professional and instructional leadership in ICT education, curriculum implementation, assessment, staff development and the effective integration of technology into teaching and learning.

Educational Background

Mr. Tettey received his secondary education at Ghana Secondary Technical School (GSTS), Takoradi, where he obtained his GCE Ordinary Level qualification in 1987. He subsequently attended Tema Secondary School, where he obtained his GCE Advanced Level qualification in 1989.

He pursued his Teacher Training education at Akatsi College of Education from 1990 to 1993, laying the foundation for his career in education and classroom practice. He later continued his professional and tertiary education at Accra Technical University, earning a Higher National Diploma (HND) in Statistics and a Certificate in PC Systems Servicing and PC Systems Troubleshooting in 2002. He subsequently obtained a Diploma in Information Technology and, in 2015, a Bachelor of Science (BSc) degree in Management Studies.

His academic background, combining teacher education, statistics, information technology, computer systems and management studies, has provided him with a broad interdisciplinary foundation for his work as an educationist and ICT professional. It has particularly strengthened his expertise in educational technology integration, systems administration, digital transformation, project coordination and the application of technology to enhance teaching, learning, assessment and school administration.

Professional Leadership Experience

Mr. Tettey has had a progressive career within the Ghana Education Service (GES), rising through the ranks from Senior Superintendent I to his current rank of Assistant Director I.

His leadership journey includes serving as Headteacher of Nkonya Ntumda Presby Primary School, where he provided instructional and administrative leadership. He later progressed into ICT leadership and currently serves as Head of the ICT Department at Keta Business College, overseeing ICT teaching and learning, curriculum delivery, staff support, technology integration and the management of ICT resources and facilities.

ICT Leadership and Digital Transformation

One of Mr. Tettey’s notable contributions to KETABUSCO has been his leadership in ICT infrastructure development and digital transformation.

In 2005, he provided strategic advice that contributed to the school’s decision to terminate its contractual arrangement with Data Link, a private institution previously responsible for providing computers and supporting ICT education at the school. Under the former arrangement, students paid a termly computer levy for the provision and maintenance of ICT facilities.

Recognising the importance of institutional ownership and sustainable ICT development, Mr. Tettey advised management to adopt an alternative approach. Through his strategic guidance, Keta Business College acquired its own computers for the first time in the school’s history, using the equivalent of one term’s computer levy previously paid to Data Link.

This initiative strengthened the school’s ownership of ICT resources, reduced dependence on external providers and established a more sustainable foundation for practical ICT teaching and learning.

Mr. Tettey also contributed to the transition from the manual entry of students’ marks to the SCHOOLWrite School Management System, supporting the school’s move towards more efficient and technology-driven academic administration.

He currently serves as the System Administrator for the Student Transcript Portal (STP), contributing to the effective management of students’ academic records and the digitalisation of academic processes.

Current ICT Development Initiatives

As part of his commitment to preparing students for the demands of the digital age, Mr. Tettey is facilitating the introduction of a school-wide ICT Development Programme designed to equip students with essential digital skills, creativity, confidence and technological competencies.

He is also supporting the establishment of an ICT Club, providing interested students with opportunities to explore emerging and advanced areas including programming, artificial intelligence, robotics, cybersecurity, digital design, innovation and technology competitions.

In addition, he is championing the introduction of an ICT Development Levy to support the school’s ICT infrastructure expansion plans. These plans include the establishment of two new, fully equipped computer laboratories and the upgrading of the existing laboratory to meet the needs of the school’s growing student population and strengthen practical ICT teaching and learning.

International Partnership and Collaboration

Beyond his responsibilities within the ICT Department, Mr. Tettey plays an important role in coordinating international partnership activities between Keta Business College and RS Patternhof, Germany.

Through his coordination and facilitation, the partnership has resulted in four successful international exchange visits between the two institutions. His contribution to the partnership has helped strengthen international collaboration, broaden educational opportunities and create avenues for cultural and professional exchange.

Professional Philosophy

Mr. Tettey believes that technology should not merely be introduced into education but should be purposefully integrated to improve teaching, learning, assessment, administration and the overall educational experience of students and staff.

His professional approach is centred on practical problem-solving, innovation, continuous improvement and the responsible use of technology. Through his leadership in ICT and his wider institutional responsibilities, he continues to contribute to the digital development, operational efficiency and educational transformation of Keta Business College.

Vision for Keta Business College

“To transform Keta Business College into a digitally empowered centre of excellence where every learner is equipped to use technology, think computationally, innovate, solve real-world problems and confidently thrive in the digital economy.”

Mr. Tettey envisions a future-ready KETABUSCO where technology extends beyond being taught as a subject and becomes a powerful tool for teaching, learning, creativity, innovation, administration and student development.

His vision is to support the development of an ICT ecosystem that nurtures digitally literate, responsible, creative and technologically confident learners who are prepared for tertiary education, employment, entrepreneurship and lifelong learning.

His Ultimate Vision

To ensure that every student who leaves KETABUSCO is not only able to use technology, but is confident enough to create with it, innovate with it, solve problems with it and use it to make a positive impact on society.
